Так как systemd 248.3-alt2 включил в себя systemd-utils, то installer-common-stage2 зависит от systemd. Это значит, что в install2 попадает systemd, который там не нужен. Необходимо перейти на использование утилит systemd-*.standalone, чтобы не устанавливать systemd в install2.

Инсталятор собирается с использованием утилит systemd-*.standalone. Проблема решена несколько месяцев назад.
